Mangaluru: Strict Festival Rules, No DJs, Action for Violations

Mangaluru, July 4, 2025: Festival season’s kicking off in Dakshina Kannada including Mangaluru, and the Mangaluru city police aren’t taking any chances. Police Commissioner Sudhir Kumar Reddy has laid down some pretty strict ground rules for public events, processions, and celebrations. Organizers have to get police permission before hosting anything, and everyone’s expected to stick to the rules—no exceptions. Break them, and you’re asking for some real trouble. The message is clear: keep things peaceful, follow the law, or face the consequences.

Key Guidelines for Public Festivals in Mangaluru

1) Mandatory Permission: All public events, including festivals and processions, require written approval from the police and relevant departments. Organizers must submit representatives’ names and contact details; failure to do so will result in denial of permission.

2) Time and Noise Restrictions: Processions are prohibited after 11:30 PM, and any continuation will be deemed illegal. Sound systems require prior approval, must stop by 10 PM, and adhere to noise limits (65 dB in commercial areas, 55 dB in residential areas, 50 dB in silent zones). DJs and high-decibel speakers are banned.

3) Safety Measures: Organizers must deploy 24/7 security personnel, install CCTV cameras with 30-day footage retention, and provide fire extinguishers, ambulances, and first-aid kits. Flammable materials near fire sources, toxic paints, banned chemicals, and single-use plastics are prohibited.

4) Traffic and Venue Rules: Events must ensure smooth vehicle and pedestrian movement, avoid blocking emergency routes, and provide designated parking. Private venues require a no-objection certificate from owners, and events must occur only at approved locations.

5) Prohibited Activities: Displaying or carrying weapons, using drones without permission, and installing banners/flexes without approval are banned. Organizers must clear banners post-event and prevent crimes like eve-teasing or sexual harassment.

Additional Rules and  Commissioner Warning

Deploy volunteers to manage crowd capacity. Ensure vehicles and pandals comply with legal height limits set by Mescom.Avoid damage to public or private property. Obtain prior permission for animal use in processions, adhering to animal rights laws.

Commissioner Reddy emphasized that organizers and their designated representatives will be held accountable for violations. Suspicious activities, misinformation, or disturbances must be reported to the nearest police station or via 112.

The guidelines apply to festivals like Moharram (July 6), Sri Krishna Janmashtami and Mosaru Kudike (July 16), Ganesha Chaturthi (August 27), Eid Milad (September 16), Sharada Mahotsava (September 22–October 2), Deepavali (October 20–22), and Christmas (December 25).
