Centre Proposes Vehicle-to-Vehicle Communication for Safer Roads
New Delhi, August 5: Ministry of Road Transport and Highways has proposed a phased rollout of Vehicle-to-Vehicle (V2V) communication systems in India to improve road safety and reduce accidents.
The ministry has issued a draft notification proposing amendments to the Central Motor Vehicles Rules (CMVR), 1989. The proposal introduces technical standards for V2V communication, allowing vehicles to exchange real-time information such as speed, location, direction and braking status.
Officials said the technology will help drivers and vehicle systems receive early warnings about potential dangers on the road. These include sudden braking, forward collision risks, wrong-way driving, unsafe lane changes and the approach of emergency vehicles.
Unlike conventional safety systems that rely mainly on onboard sensors, V2V communication can share information beyond the driver's line of sight. The ministry expects the technology to complement Advanced Driver Assistance Systems (ADAS) and support connected mobility in the future.
Phased Implementation
The draft rules propose a two-stage implementation. From October 1, 2027, vehicles in the L, M and N categories fitted with V2V communication systems must comply with the new AIS-230 standard. From October 1, 2028, all newly manufactured vehicles in these categories must come equipped with V2V communication systems that meet the AIS-230 standard. The ministry said the phased timeline will give vehicle manufacturers and other stakeholders enough time to prepare for the new requirements.
New Technical Standard
AIS-230 sets the minimum technical, functional and cybersecurity requirements for factory-installed V2V communication systems. The standard covers Cellular Vehicle-to-Everything (C-V2X) technology operating in the 5.875 GHz to 5.925 GHz frequency band. The Department of Telecommunications has already exempted the use of this frequency band from licence requirements for V2V and Intelligent Transportation System applications.
Safety Features
The proposed standard supports several road safety applications, including:
- Emergency Brake Alert
- Forward Collision Warning
- Wrong-Way Driving Alert
- Emergency Vehicle Alert
It also specifies requirements for radio performance, satellite positioning, power supply, electromagnetic compatibility and cybersecurity.
Aim to Reduce Road Accidents
According to the ministry, the proposed framework will improve vehicle awareness, provide timely safety warnings and strengthen the use of connected technologies to reduce road accidents. The ministry has invited public comments on the draft notification for 30 days. After reviewing the feedback, it will issue the final notification.
