Historic Railway Shift: Mangaluru Railway Region to Join Southwestern Railway’s Mysuru Division From October 1

Mangaluru, August 21: Long-pending demand to bring Mangaluru's railway administration under Southwestern Railway has received a major push, with the Railway Board deciding to transfer the Mangaluru railway area up to Ullal from Palakkad Division of Southern Railway to Mysuru Division of South Western Railway.

The jurisdictional change will come into effect from October 1, 2026, according to a Railway Board communication dated August 21. Decision is expected to bring the Mangaluru railway area under a single South Western Railway administrative structure, with the divisional headquarters at Mysuru and zonal headquarters at Hubballi. Move has been welcomed by Union Minister of State for Railways V. Somanna, who described it as a historic decision for coastal Karnataka.

What exactly is changing?

Railway Board's order specifies that the Mangaluru area up to and including Ullal will be transferred from the Palakkad Division of Southern Railway to the Mysuru Division of Southwestern Railway. Following the change, the interchange point between Southwestern Railway and Southern Railway will shift from Padil to Ullal. The order also makes an important clarification concerning the Konkan Railway network.

Thokur station will remain under Konkan Railway Corporation Ltd. (KRCL) and will continue to serve as an interchange point between Konkan Railway and Southwestern Railway. This means the entire railway network around Mangaluru is not being placed under one railway organisation. Rather, the jurisdictional arrangement between the three railway entities is being redrawn.

Why has the change been made?

The transfer follows years of demands for a more streamlined administrative arrangement for Mangaluru and coastal Karnataka. Mangaluru's railway network has historically involved different railway jurisdictions, creating a complex administrative structure for a region that is an important commercial, industrial and port centre.

Somanna said resolving these administrative issues was one of his priorities after taking charge as Minister of State for Railways. He recalled visiting Mangaluru in July 2024, when he chaired discussions involving the General Managers of Southern Railway and Southwestern Railway and the Chairman and Managing Director of Konkan Railway. Objective was to find a permanent solution to the long-standing jurisdictional issue.

What could change for passengers?

Most immediate expected benefit is administrative accessibility. Railway passengers and local stakeholders currently dealing with railway matters may have to navigate different jurisdictions depending on the issue and location. Under the new arrangement, the Mangaluru area covered by the order will come under Southwestern Railway's Mysuru Division.

This could potentially make it easier to approach railway authorities on issues involving passenger services; railway infrastructure; station development; operational concerns; public grievances; and local connectivity requirements.

However, the jurisdictional transfer by itself does not automatically mean new trains, additional services or immediate infrastructure projects. Those will require separate decisions and approvals.

Could it accelerate railway infrastructure development?

That is one of the biggest expectations surrounding the decision. Mangaluru is an important port, industrial and commercial hub for Karnataka, and railway connectivity is closely linked to the movement of passengers and freight.

Somanna said bringing the Mangaluru region under a common administrative setup would help improve decision-making, grievance redressal and the pace of infrastructure development. 

For coastal Karnataka, the larger question will therefore be whether the administrative restructuring translates into visible improvements on the ground. Possible areas to watch include station modernisation, line capacity, passenger amenities, connectivity, freight movement and coordination between different railway authorities.

A crucial detail: Padil–Ullal interchange shifts

One of the most specific changes in the Railway Board order is the shifting of the SWR–SR interchange point from Padil to Ullal. This is more than a geographical detail.

It establishes the new operational boundary between Southwestern Railway and Southern Railway in this part of coastal Karnataka. Railway Board has said the exact divisional and zonal boundaries between Southern Railway and Southwestern Railway will be specified in the Gazette Notification. That notification will provide the definitive boundary details.

Thokur remains with Konkan Railway

Another important point is that Thokur will remain part of Konkan Railway Corporation Ltd.The station will continue to function as an interchange point between KRCL and Southwestern Railway.

Railway Board has also stated that the existing divisional and zonal boundaries between Konkan Railway and Southern Railway will become the corresponding boundaries between Konkan Railway and Southwestern Railway. This means the administrative map around Mangaluru is being redrawn, but Konkan Railway's role in the region remains intact.

What happens to railway staff?

Railway Board has separately laid down arrangements for the transfer of posts and personnel. For gazetted officers, necessary transfer orders involving change of zone and posts will be issued separately. For Group-B officers, action will be taken according to existing rules. For non-gazetted employees, posts and staff will initially be transferred on an “as is where is” basis.

Employees will also be given an option to remain with Southern Railway or move to South Western Railway. Those opting for South Western Railway will be transferred on administrative grounds, with seniority determined based on their length of service in the present grade, according to the Railway Board communication.

Preparatory work, including transfer of posts, calling for staff options and transfer of control boards, has been ordered ahead of the October 1 implementation.

What does this mean for coastal Karnataka?

For Mangaluru and the wider coastal region, the decision represents a significant change in railway administration. For years, railway jurisdiction has been part of a broader debate over whether Mangaluru's administrative alignment adequately reflects its geographical and economic position within Karnataka. The transfer does not create a separate Mangaluru railway division.

Instead, it places the Mangaluru area up to Ullal under the Mysuru Division of South Western Railway, with the wider zone headquartered at Hubballi. That distinction is important. The real measure of the decision will be what follows.

If the new arrangement leads to faster decisions, quicker grievance redressal, better coordination and more responsive infrastructure planning, the jurisdictional change could have a meaningful impact on the region.

October 1 is the deadline

Railway Board has directed the concerned railway authorities to complete preparatory measures in time for the jurisdictional change. New arrangement will officially come into force on:  October 1, 2026

For Mangaluru's railway users, that date marks the beginning of a new administrative chapter. The immediate change is on paper. Bigger question for passengers and businesses is whether that change will eventually be visible on the railway tracks, at stations and in the services they receive.
