Bengaluru, August 9, 2026: Karnataka government has issued guidelines for conducting ‘Praja Seva’ (People’s Service) campaign meetings across the state, aimed at resolving public grievances at the doorstep.
The ‘Praja Seva’ department, announced after D.K. Shivakumar assumed office as Chief Minister, has begun functioning with the objective of making government services more accessible to people and addressing their grievances locally.
Meetings to Be Held Every Saturday
District authorities have been instructed to organise Praja Seva meetings at the taluk and hobli levels every Saturday. During the initial phase, meetings will be held at all taluk headquarters, followed by meetings at hobli centres.
On the first and third Saturdays of every month, meetings at the taluk level will be held under the chairmanship of the respective District In-charge Minister.
On the second and fourth Saturdays, meetings will be held at hobli centres under the leadership of the respective local MLA.
The meetings can be organised at spacious government grounds, school or college campuses, and community halls.
Applications to Be Accepted at the Venue
Separate counters must be established for receiving applications related to different government departments. Details of applications received must be uploaded on the spot.
Officials have also been instructed to provide information about various government schemes, services and benefits available to the public. Basic facilities, including drinking water and medical assistance, must be provided at the meeting venues.
Schedule to Be Announced One Month in Advance
District Commissioners must publish the schedule of Praja Seva meetings one month in advance. The schedule should be widely publicised and displayed on notice boards of government offices.
Field-level officers and staff must distribute pre-printed application forms to households at least 15 days before the meeting in their respective areas.
Presence of Officials Mandatory
All district-level officers, including the Deputy Commissioner, Chief Executive Officer of the Zilla Panchayat and Deputy Conservator of Forests, must attend taluk-level meetings. At the hobli level, the presence of the Tahsildar and taluk-level officials is mandatory.
Applications received during the Praja Seva meetings will be monitored regularly. Progress reviews must be conducted every Wednesday under the chairmanship of the respective Deputy Commissioners. District In-charge Secretaries will review the progress once every 15 days.
A state-level review will be conducted every month under the chairmanship of the Chief Minister. Deputy Commissioners will be held responsible for delays in disposing of applications.
No Other Department Meetings on Praja Seva Days
Departments have been instructed not to conduct other meetings or programmes on days scheduled for Praja Seva campaigns. Officials cannot skip Praja Seva meetings citing other departmental programmes.
An allocation of ₹5 lakh for district-level meetings, ₹1 lakh for taluk-level meetings and ₹50,000 for hobli-level meetings has been provided for organising the campaign.
The government expects the initiative to provide people with a direct platform to submit applications, access information on government services and track the progress of their grievances.
