New Delhi, 16 September 2026: Union Cabinet has approved an increase in the wage ceiling for mandatory coverage under the Employees’ Provident Fund Organisation (EPFO) from ₹15,000 to ₹25,000 per month. Decision, announced by the Government of India on Wednesday, is expected to bring more than 51 lakh additional employees under mandatory EPFO coverage, expanding access to retirement savings, pension and insurance-linked social security benefits.
Proposal was approved by the Union Cabinet chaired by Prime Minister Narendra Modi on the recommendation of the Ministry of Labour and Employment.
What is changing?
Under the existing framework, a new employee joining an establishment at a wage above ₹15,000 per month is not automatically required to come under the EPF framework. With the ceiling being raised to ₹25,000, employees in the ₹15,000–₹25,000 monthly wage range are expected to come within mandatory EPFO coverage, subject to the applicable statutory and scheme provisions. Change is intended to bring the EPFO framework closer to current wage levels, as the existing ₹15,000 ceiling was fixed in September 2014.
What benefits will employees get?
Expanded EPFO coverage can provide eligible employees access to three major components of the social security system:
Employees’ Provident Fund (EPF): Helps employees build long-term retirement savings through statutory contributions.
Employees’ Pension Scheme (EPS): Provides pension-related benefits to eligible members according to the applicable scheme provisions.
Employees’ Deposit Linked Insurance Scheme (EDLI): Provides insurance protection linked to EPF membership, subject to the applicable provisions.
Expanded coverage is therefore expected to increase the number of workers receiving formal social security protection through employment.
Why has the ceiling been increased?
According to the government, the EPFO wage ceiling has remained unchanged since September 2014 despite sustained wage growth, rising incomes and an expansion of formal employment. Government has also pointed to changes in minimum wages across several States and occupations, with wages in some cases moving closer to the existing ₹15,000 threshold. Latest decision is intended to update the mandatory coverage threshold in line with these changes.
More than 51 lakh additional employees
Government estimates that more than 51 lakh additional employees could come under mandatory EPFO coverage following the enhancement. Move is also expected to support the broader formalisation of employment by bringing more workers into a statutory social security framework.
For employees, this means greater access to structured retirement savings and associated pension and insurance benefits. For employers, the government says wider social security coverage could contribute to workforce stability and employee retention.
Government expenditure
Proposal was examined through inter-ministerial consultations and recommended by the Expenditure Finance Committee at its meeting on June 16, 2026. Estimated annual government expenditure associated with the measure is around ₹11,339 crore, compared with existing annual budgetary support of approximately ₹10,250 crore. Over five years, the estimated expenditure is around ₹56,696 crore.
EPFO's scale
EPFO is among the world's largest social security organisations and administers three major schemes — EPF, EPS and EDLI. According to the latest figures cited by the government, EPFO has around 7.98 crore contributing members across approximately 7.68 lakh contributing establishments. Employees’ Pension Scheme provides pension benefits to around 82 lakh pensioners, while EDLI provides insurance protection linked to EPF membership.
What happens next?
Ministry of Labour and Employment and EPFO will undertake the necessary statutory and administrative steps required to implement the Cabinet decision. Enhancement of the wage ceiling is expected to widen the reach of formal social security and extend EPFO protection to a larger section of India's organised workforce.
