What fuel-pump verification means, why measurement accuracy matters, and what Karnataka’s Legal Metrology Department is seeking

When a customer purchases 10 litres of petrol or diesel, the expectation is straightforward: the dispensing unit should deliver the quantity shown on its display. But how is that accuracy checked, and what happens when a fuel pump develops a measurement error?

These questions have come into focus after Karnataka Food, Civil Supplies, Consumer Affairs and Legal Metrology Minister Rizwan Arshad announced inspections of petrol and diesel dispensing units across the State. The Minister has also questioned the Central Government’s decision to extend the prescribed verification interval for such equipment from one year to two years.

The issue is not simply about petrol pump machinery. It concerns how measurement accuracy is regulated, how often it is checked, and how consumers are protected from receiving less fuel than the quantity for which they pay.

What Is Legal Metrology?

Legal Metrology is the system of laws, standards and enforcement mechanisms that regulates measurements used in trade and commerce. It covers instruments and transactions involving:

  • Weights and weighing machines
  • Measuring instruments
  • Packaged commodities
  • Fuel dispensing units 
  • Commercial quantities and declarations

In the case of petrol pumps, the objective is to ensure that the quantity displayed and charged corresponds to the quantity actually delivered. Department’s guiding principle, as stated by Minister Rizwan Arshad, is:

“No Less, No More, Just Exact.”

In practical terms, this means consumers should receive the precise quantity they pay for, within the legally permitted measurement tolerance.

How Is a Petrol Pump’s Accuracy Checked?

A petrol pump’s dispensing unit is a technical measuring device. It uses a metering mechanism to measure the fuel delivered through the nozzle and displays the quantity on the electronic system.

During an official verification, authorised personnel check whether the quantity dispensed corresponds to the quantity indicated by the equipment. A standard test measure or approved testing procedure is used to assess the accuracy of the unit.

If the measured quantity falls outside the legally permitted error limit, the equipment may require corrective action, recalibration or other enforcement measures, depending on the applicable rules and findings.

What does 50 mL per 10 litres mean?

Minister referred to a permissible error limit of 50 millilitres per 10 litres.

To understand this:

  • 10 litres = 10,000 millilitres
  • 50 millilitres = 0.05 litre
  • 50 mL is 0.5% of 10 litres

Thus, the stated tolerance of 50 mL per 10 litres represents a measurement variation of 0.5%.

This figure should not be interpreted as an automatic allowance for a petrol pump to consistently under-deliver. The relevant legal tolerance, testing conditions and direction of error must be considered when determining whether a dispensing unit complies with the rules.

What Has Karnataka Found During the Latest Inspections?

According to the Minister’s press briefing on September 16, 2026, Karnataka has 5,946 petrol and diesel stations. Of these, 805 dispensing pumps operated by major oil companies across districts have been inspected over the preceding eight days.

Minister stated that:

  • 101 dispensing pumps were found to have errors exceeding the permissible limit.
  • Cases were registered against the concerned pumps.
  • A total penalty of ₹6.66 lakh was imposed.
  • Inspections will continue across the State.

These are figures announced by the Minister and should be understood as the department’s reported inspection findings.

A clarification on the nozzle figures

Briefing also refers to deviations in dispensing nozzles and gives inconsistent figures in different points - 8.5 out of 10 in one place and 9 out of 10 in another—while mentioning approximately 85.2%.

These figures require clarification from the department before being used as a definitive statewide nozzle-error statistic. The inspection finding involving 101 pumps is a separate figure and should not automatically be converted into a claim that a particular percentage of all fuel nozzles in Karnataka are faulty.

What Is Verification, and What Is Recalibration?

These terms are related but not identical. 

VerificationVerification is the official process of checking whether a measuring instrument meets the prescribed legal accuracy standards. For a petrol pump, verification establishes whether the dispensing unit is operating within the permitted limits.

Stamping: Once an instrument is verified and found compliant, an official verification stamp or mark may be applied in accordance with the applicable legal framework. This indicates that the instrument has undergone the prescribed verification process.

Recalibration: Recalibration refers to adjusting or correcting the measuring system so that it delivers measurements accurately. If a dispensing unit develops an error, corrective work may be required before it can be considered compliant. The exact procedure depends on the equipment, the applicable rules and the authorised service or enforcement process.

In simple terms:

Verification = checking accuracy
Stamping = recording or marking compliance
Recalibration = correcting measurement performance when necessary

Why Does the Verification Interval Matter?

A petrol dispensing unit contains mechanical, electronic and other technical components. Like other measuring equipment, its performance can be affected over time by factors such as wear, maintenance issues, component deterioration and operating conditions.

This is why periodic verification exists. Central question raised by Karnataka is: If a dispensing unit is required to be checked every year, what is the consumer-protection justification for allowing the interval to extend to two years?

Minister has argued that a longer interval could allow measurement deviations to remain undetected for an extended period. However, the existence of a two-year legal verification interval does not itself establish that every pump will become inaccurate during the second year. The actual risk depends on equipment reliability, maintenance, testing standards and enforcement.

What Changed in the Central Rules?

Minister Rizwan Arshad referred to the seventh amendment to the Legal Metrology (General) Rules, notified as GSR 905(E) in December 2025. According to his statement, the amendment changed the prescribed verification period for petrol pump dispensing units from once a year to once every two years. Minister has called for this change to be withdrawn, arguing that annual verification is more consistent with consumer protection.

Could Measurement Errors Cause Consumer Losses?

Minister said that, based on inspection findings and average-error calculations, extending the verification period could result in losses of hundreds of crores of rupees annually for Karnataka’s consumers.

He referred to fuel sales of 1,430.86 crore litres in Karnataka during 2024–25, citing data published by the Union Ministry of Petroleum and Natural Gas. But there is an important distinction between potential exposure and demonstrated loss.

To calculate actual consumer loss, one would need reliable information on:

  1. The number of pumps operating outside the permissible tolerance.
  2. The magnitude and direction of each error.
  3. The duration for which the error existed.
  4. The quantity of fuel dispensed during that period.
  5. Whether the error resulted in under-delivery or over-delivery.
  6. Whether the average error used in the calculation is representative of the entire State.

Therefore, the Minister’s claim should be reported as a departmental estimate or warning, not automatically as a verified annual loss figure.

What Are Government Approved Test Centres (GATCs)?

Minister also raised objections to the Central Government’s move to permit Government Approved Test Centres (GATCs) to undertake verification and stamping-related work for petrol and diesel dispensing units. He referred to GSR 346(E), dated May 8, 2026, and urged the Union Government to withdraw the notification.

Broader issue is whether verification should be performed only by government officials or whether approved private or other authorised testing centres can undertake specified functions under government oversight. Important questions for consumers are:

  • Who is legally authorised to conduct the verification?
  • What technical standards must the centre follow?
  • Who supervises the process?
  • How are conflicts of interest prevented?
  • How are inspection records maintained?
  • What action is taken if a certified instrument is later found inaccurate?

Minister’s objection is based on consumer-protection concerns. The precise legal role, accreditation requirements and oversight framework of GATCs should be established from the notification and applicable rules.

Mission Nikhara: Every Drop, Every Rupee

Karnataka’s Department of Consumer Affairs and Legal Metrology has launched Mission Nikhara, a dedicated initiative aimed at addressing discrepancies in fuel measurement and improving transparency at petrol stations.

In a statement shared by Minister Rizwan Arshad, the department emphasised that every rupee paid at a fuel station should correspond to the exact quantity of fuel delivered.

“Every rupee you pay at a fuel station must get you the exact, full measure of fuel—it isn’t just an expectation, it is your right.”

The initiative focuses on measurement accuracy, consumer rights and transparency. It forms part of the department’s broader efforts to inspect fuel dispensing units, identify discrepancies and strengthen public confidence in commercial measurements. Campaign’s central message is reflected in its emphasis on the principle that every drop counts and accurate measurement is a consumer right.

Mission Nikhara can therefore be understood as a consumer-focused enforcement and awareness initiative, while the proposed online verification dashboard could provide a digital mechanism for improving access to information about petrol pump verification status.

What Is Karnataka Planning to Do?

Minister announced several measures:

  1. Continued inspections
  2. Verification of pumps due for renewal
  3. Online verification dashboard
  4. Consumer complaint mechanism

Department will continue checking petrol and diesel dispensing units across the State.The Minister said approximately 2,500 petrol and diesel pumps whose verification validity is due to expire by December 2026 will be inspected and certified within the prescribed period.

Department plans to launch an online dashboard showing verification and stamping information for petrol pumps across Karnataka. If implemented effectively, such a system could help consumers and authorities access information about the verification status of dispensing units.

Consumers should provide the petrol pump’s location, date and time of purchase, fuel type, quantity purchased, receipt details and the nature of the suspected discrepancy wherever possible.

What Can Consumers Do at a Petrol Pump?

Consumers cannot independently verify the internal accuracy of a dispensing unit merely by looking at its display. However, they can take practical steps to protect themselves:

  • Check that the meter starts from zero before fuelling.
  • Confirm the fuel type and quantity entered.
  • Ask for a printed receipt.
  • Note the pump number or nozzle number if visible.
  • Retain the receipt if a discrepancy is suspected.
  • Record the station name, location and approximate time.
  • Raise the issue with the station management.
  • File a complaint with the Legal Metrology Department if the concern is not resolved.

A displayed quantity alone is not proof of accurate delivery; the purpose of official verification is to test the measuring system against prescribed standards.

Karnataka’s position raises a broader regulatory question: Should fuel dispensing units be checked annually or every two years?

Supporters of more frequent verification may argue that petrol pumps are high-volume commercial measuring instruments and that shorter intervals strengthen consumer confidence. The case for a longer interval would depend on evidence concerning equipment reliability, maintenance, testing effectiveness and the ability of enforcement systems to detect errors promptly. Issue ultimately requires a balance between measurement accuracy, practical enforcement, regulatory efficiency and consumer protection.

For consumers, the principle remains simple: the quantity shown on the meter should correspond to the quantity delivered. The debate over verification intervals is about how best to ensure that principle is upheld in practice.
